Dear Professor Hilpinen:

	Thanks for your letter of December 23.  We will proceed as
you suggest.

	However, there is still one point that worries me.  I would be
entirely convinced by your letter that no independent publicity is
required if you were able to assure me that there had been no problems
recently or that they had been successfully solved.  Professor Tandberg
didn't answer the part of my letter asking what success ICSU had had
recently in assuring attendance at international meetings in the Soviet
Union.  The problem is 20 years old, so there must be some record of
success or failure.

	Today I learned that Professor Michael Gelfond of the
University of Texas, El Paso, also an emigrant from the Soviet
Union, is planning to submit a paper to the same congress.
